Time machine does not make hourly backups.

I have the following situation:
- MacBook Pro with Mojave 10.14.2 installed.
- Did create hourly backups on an Apple Time Capsule and external USB drive.
- Did a complete wipe of the internal hard
- Clean install from Mojave from an USB stick (downloaded Mojave before and put it on the USB stick)
- Used the Time Machine backup to only restored my data, but no applications, no settings, no other files
- Used 'sudo tmutil inherit backup ...' and 'sudo tmutil associate disk -a ...' successfully on both the Time Capsule and external USB Time Machine backup drive.
- Did a "backup now". The MacBook successfully made a backup to the Time Capsule.
- Did a "backup now" again. This time the MacBook successfully made a backup to the external USB drive.
- Configured Time Machine to automatically make hourly backups / snapshots.
- Rebooted the MacBook.
Now I have been working approximately 6 hours on my MacBook and in that time created a folder in my home folder and put some pictures (.jpg) files and a .pdf file in it.
However, Time Machine has still not made a backup to either the Time Capsule nor the external USB drive.
Both are visible in the Finder and I can access them via the Finder.
Why isn't Time Machine making hourly backups now as it used to do and where it is configured to do so?
What am I missing and/or can I check?
There must be a reason but I'm a bit stuck at the moment.
