Should I send iMessages as sms?
My messages aren't syncing between my iPhone 6S, MacBook (early 2016) and an older iPad. If I send my messages as sms will they sync?

There are two ways to have messages on other devices/Macs, the first is "Text Forwarding" and the second is "Cloud Messages".

The Forward method requires message management on each device, for example deleting a message on iPhone will not change what's on the others. The "Cloud" method syncs the process so deleting on one device filters through to all the others.
You select which is best for you and it is not dependent on the type of message (ie. iMessage or MSM), that just describes the delivery method and is indicated via blue or green text.
