I understand your iPad mini is not operating properly (no Home screen, missing Wi-Fi and Bluetooth icons, etc.). Has this iPad mini been working up to this point, or has it been a while since you used it? Have you restarted the iPad mini, and plugged it into an electrical outlet to charge it? I'll include some additional steps below for an unresponsive iPad.

If a restart, or forced restart don't resolve your issue, you may have to restore the your iPad to factory settings.
