Just enable iCloud photos on all your devices.

I’ve done that and nothing! How long does it take to start populating photos across devices?
It can depend on what's going on with those devices. If they themselves had already started an upload to the cloud, that will need to finish before they will start to download new photos in the cloud from the iMac after starting up iCloud photos. However, it usually isn't all that long before you see it start, although it may take some considerable time before it finishes.

Maybe i'm too impatient. I keep messing with settings turning it off then back on and such. I will create an album in Photos on my iMac and see if it will sync to other devices by in the morning. I don't want the Photo Stream option on or shared albums yet. I'm just turning on iCloud photo on all devices.
Yes, turning it off and on can cause delays.
You should be able to get an idea of progress at the bottom of the moments view when you select 'photos' from the library
