Good day everyone I have an Apple Ipad & Iphone 5C running IOS 10.3.3. also have Telegram Messenger App. The app works well on the Phone but refuses to update or be deleted on the Ipad.
Any suggestions on what is happening and how to resolve it?

Well, your profile indicates your iPad is an iPad Pro 11", which is the model just released by Apple in November, 2018. So if that's the iPad you have, it cannot run iOS 10.3.3. It must be running a version of iOS 12.
The Telegram Messenger app was updated just a few days ago.
So visit the App Store on your iPad and make sure you have the latest version.
