How do I cancel iCloud backup so it doesn’t charge me anymore?

If you want to downgrade your iCloud storage to the free 5 gig : Downgrade your iCloud storage - Apple Support

And stop backing up to the cloud : Settings > id > iCloud > iCloud Backup > iCloud Backup 'off'
