I have recently lost my ipad. It is locked with a passcode.
So even I have put the lost ipad on lost mode, the person who finds it is not going to get through the passcode and put it online. How will the lost mode work if the device is never online ?
Lost mode works when they connect the device to a connection. even if they reset it once they connect it to a wifi it will take action.
