No phone to receive verification code

My wife recently passed and sold her iPhone x. I'm trying to access her icloud to download anything I might not already have. How do I do this?

It depends what the purchaser has performed the steps on the device , if you are in touch with the buyer contact him and get Apple ID and password to download items from iCloud account in your Mac .
