Good morning ipadmini-skype,

Welcome to the Apple Support Communities!

I understand you would like to install Skype on your iPad mini with iOS 9.3.5?

If you are getting a message that the app requires iOS 10 or higher, then you would not be able to install the app, either over-the-air or via iTunes.

You can contact the app developer to see if they are able to offer an older version of their software.

Try this.

If you need older versions of apps that have moved on to iOS 10 and later, tap on my link below and choose the method that best work with your current situation.

CAREFULLY read and follow ALL directions.

All three of my procedures/solutions work!

Downloading Older iOS 9.3.5 Versions of A… - Apple Community

Apps may or may not have older iOS 9.3.5 versions still available from the iOS App Store.

There are three ways to try/attempt to get an older version of an app. Pick the method that works best for your situation/circumstances.

Also, I would STOP using that 2-2-1/2 year old Safari web browser, as it is, probably, not safe and secure to use any longer, and seek out a third party web browser that is STILL currently being updated and STILL being supported on iOS 9.3.5.

Heed my advice on this issue in my above link.

As the MS mobile office support site itself says, MS has retired all iOS office Apps that we’re compatible with iOS 9 or older. That means MS no longer distributes them in Apple’s App Store, thus there is no way to get older versions.

Taken from https://products.office.com/en-us/office-system-requirements

“iOS: Office for iPad® and iPhone® requires iOS 11.0 or later. Office for iPad Pro™ requires iOS 10.0 or later. Office is supported on the two most recent versions of iOS. When a new version of iOS is released, the Office Operating System requirement becomes the then-current two most recent versions: the new version of iOS and the previous version.”
