Iphone storage full failure

I bought icloud storage a couple days ago. I wanted to safe storage on my phone with switching all my photos in there.Even though my phone storage says now 30GB are free it still pop up the message that my storage is full. Unfortunately i can’t make pictures or even read new messages... anyone else had the same problem and can help me.
