My iPad won't go to sleep when not in use.
My iPad says Lock Rotation in settings. The blue arrow does nothing when I click on it.

Rotation lock and Auto Lock (sleep) are two different settings.
Check Settings > Display and Brightness > Auto Lock - if this is set to never, your iPad will not sleep.
