iCloud issues

Basically, I don't have enough storage in my iCloud so I want to disable iCloud photos and keep all the photos on my iPad. But when I turn it off it comes up with the following message:"

Cannot Download Photos and Videos

This iPad was not able to download 411 full-resolution photos and videos. If you continue, the low-resolution versions of these photos and videos will be removed.

-Remove from iPad

-Cancel

"

When I pressed "Remove from iPad" it removed all my photos. Why did this happen(I don't fully understand what the dialogue means)?, Is it because I don't have enough storage(which I think I do because I have 8GB free)? and how do I turn iCloud photos off without deleting all my photos?

Thanks Joseph for your suggestion. However I felt that the article you suggested to me to help fix my problem wasn’t directly relevant to the issue I was having.

However from taking a second look at turning iCloud photos a few days later it now only says 6 photos are not fully downloaded so my problem is now nearly sorted.
