trying to find itunes version 12.3.1.23 64 bit download...
I like that version and want to use it on my newer windows laptop.

You will find it in this collection of iTunes installers, however any build older than 12.7.2, with the exception of the out of sequence releases 12.6.4/12.6.5, are unable to connect to the iTunes Store due to changes in encryption requirements.
