what is best malware removal tool for iPad 4 IOS 10.3.3?

Beginning 12.28.18 I have an intrusive pop up supposedly from Charter communications offering a $1000 Walmart gift card. I cannot close or delete this message without doing a hard restart. I tried getting Malwarebytes from the App Store but need IOS 11 and my system will not update beyond 10.3.3.

Apple support chat advised a very basic solution that seems to have cured my problem. Open settings, go to Safari, activate Block Pop Ups button. Obviously, I was not aware that such a button existed. Who would want to permit pop ups?

Force close your safari

Then, if you have icloud syncing for safari turned on, turn it off

Go into the settings and throw away your safari history

then reboot your device

That should make it go away. If not it’s possible your router has been compromised and if that’s the case you’d need to look on the manufacturer’s site to see their recommendations for removal.

There are some web designers that like to open popup windows for such things as "Get Info" about some item or a "Help topic" - my bank uses one for its "Secure Message Center"

I consider it bad design since "ads" have taken over the feature/function
