iPad not receiving SMS

Since I updated to iOS 12.1.1 on my iPad, I am not getting SMS texts from Android and from other senders such as America Airlines flight status alerts.

In order to receive SMS messages on your iPad, it must be connected to an iPhone.

Short answer: On your iPhone, go to Settings>Messages>Text Message Forwarding and make sure your iPad is selected.

After trying everything I read and all the helpful suggestions. I turned off my home Wi-Fi and used my hotspot on my iPhone and sent a message to an android phone and they received it! Turned Wi-Fi back on and now it works! No clue why this worked, but it does.
