google chrome redirects

Google Chrome app homepage redirects to an adware page, I believe related to mac cleaner. (see screenshot below) It won't let me change and save the homepage. I've tried deleting chrome extensions, deleting browsing history and cache and resetting to factory settings, but nothing has worked. Should I uninstall Chrome and reinstall? Is there an adware program I should be running on my MacBook pro?
