Well, first of all, when you move the library to an external storage device, you have to always plug it in before launching Logic.
Secondly, when you clicked to download the library again, it most likely wiped out symbolic links pointing to the library folders on the flash drive. That's why Logic can't use the sounds you have relocated to flash.
You need to create symbolic links again, but the problem is that you have the library content already present on the drive, so Sound Library Manager can't perform the operation.
Don't ask me why all of this is happening, because honestly, the way library relocation feature was implemented leaves a lot of questions about quality control and overall quality of programming. Probably, not pretty if someone decides to look deeper into that at Apple.
Here's one potential solution:
1) Quit Logic app
2) Move your library folders already residing on the flash drive to either a temporary folder on the same drive (i.e. name it "Untitled Folder" or something), or on another external storage device
3) Launch Logic and use Relocate Sound Library function > choose the flash drive as a destination, which should now be available for relocation (this should create all the necessary symbolic links pointing to the flash drive)
4) If the just relocated library is smaller in size that you used to have (you most likely downloaded just "Essential Sounds" library, so it's not too large), at this point you may move or copy the library folders from the temporary folder back to their original location on the flash drive.
Please, let me know if that method works, and how it goes overall.

Well, first thanks for the idea.
I did this trick & it worked:
I connected the device. Changed the name of the "Library" folder. Opened Logic & told it to relocate the library to the device. Closed Logic. Deleted the new folder. Changed the old folder make back to "Library". Opened logic & everything was back!

No. When you move it, the app will know where it is & when the device is connected, it will use the library automatically. Now when the device isn't connected, it gives a message that library can't be found. & there's an option to redownload the whole library.
Now I accidentally pressed that. But the library is still in my flash. & even when I choose the "Relocate" option, it notices that the files are in the flash. But it can't use them.
I wanna tell it that the files are there & use the library from the flash.
