Cannot share RAW photos from iPhone
RAW photos uploaded to iCloud Photos show up in my All Photos on my iPhone however I cannot add those photos to a shared album. Why?

Are you using a Windows PC? There is a footnote to the compatible filetypes for Shared albums:
Use Shared Albums in Photos - Apple Support
"Shared Albums support these image formats:
...
* You can't upload RAW photos to Shared Albums on your Windows PC."
When I share a RAW file to a shared album from my Mac , it will be shared as a JPEG (I am using Photos 4.0 on macOS 10.14.2).

When I share a RAW file to a shared album from my Mac , it will be shared as a JPEG (I am using Photos 4.0 on macOS 10.14.2).
I just tested on my iPhone X with the most recent iOS version.
When I share a .RW2 raw file I can open the Share dialog like this:
When I then select the album, it seems to be stuck.
But when I go back after selecting the album and then click "Post", the RAW file will be added to the album.
It just seems to be stuck.
After forcing them to download by viewing them, it worked. It’s a bit of a slow tedious process but at least now I know what to do. Thanks. To bad they can’t design iCloud photos to automatically generate the jpeg.
You are seeing the RAW photos on your iPhone in the "All Photos" album. Have you tried to share them from the "Photos" tab after viewing them enlarged to force a download from iCloud? The "All Photos" album includes the My Photo Stream photos, but "Photos" is holding all photos that have been imported to the library.
The RAW photos from my DSLR were uploaded using my 27” iMac. The photos are visible from my iPhone from the Photos app. I just can’t add them to a shared folder using my iPhone. In the past I have always used my Mac and Aperture to add photos taken using my DSLR to a shared album. It’s only recently that I started adding my DSLR photos to Photos. Previously, I used Aperture with my DSLR and Photos with my iPhone. I thought it would make the process easier to use the single app since I would be able to upload the photos using my Mac and then use my iPhone to create or add to new albums later. Apparently, it’s not that simple.
Apple really needs to improve the way this works. Around dinner time, while I had a few minutes, I went through all the DSLR RAW photos in Photos so they would download to the phone. Probably about 150. I assumed that once they were downloaded once it wouldn’t need doing each time I wanted to upload some. Roughly five hours later I tried to upload to a shared album and no luck. I’m guessing I have to do the process all over again. Anyway, thanks for your help now I guess I need to voice my complaint to Apple.

For me nothing gets stuck or freezes it just doesn’t post them. I can’t recall what my RAW file extension is (it’s Sony) but my cameras files are supported in Photos and in iCloud so I assume that isn’t the issue. I did read something about photo pixel size but I’m assuming that meant that it reduces photos down to 2048 and not that it can’t utilize them.
