"Connect to iTunes" is Not Working Thru My Laptop

Ok so a month ago my phone stopped working (someone might have disabled it) and it says "Connect to iTunes" but even tho its connected to my laptop thru the cord, it doesn't respond to it as if its not connected. How else am i supposed to connect it to iTunes??
