Otherwise, if you're trying to activate a specific SIM for the first time in a specific iPhone 7, state the case.

If the iPhone is carrier locked you would only be able to activate a SIM from that carrier or for that carrier's network or find out what carrier that is and you and/or the original owner of the iPhone would have to get the carrier to unlock it.

Model A1778 supports GSM (e.g. AT&T, T-Mobile) but not CDMA (e.g. Sprint, Verizon). A1660 supports both.

Go on, then, and get an iPhone that'll work with that SIM or else a SIM that'll work with that iPhone.
