When you use iCloud Photos, photos upload to iCloud each time your device connects to Wi-Fi and your battery is charged. You can take a look at the upload status of your photos by going to Settings > Photos, then looks for a message that indicates there are photos currently being uploaded to iCloud.
If you turn on Optimize Storage with iCloud Photos, your original photos and videos are stored in iCloud while the space-saving versions are kept on your device.
