No. You cannot. You may post feedback to Apple using the Numbers menu item "Numbers > Provide Numbers Feedback"

If you must move many sheets, then duplicate the document and delete only the sheets you do not need

Really surprised... it sure is useful. Guess I will have to delete or copy to a new Spreadsheet 1 sheet at a time.
