I have bought iPhone Xs max yesterday from Dubai mall in Dubai. It is not locked i have paid full price but there is no sim ejection tool inside the box. Is it missing or Apple doesn't provide sim ejection tool ?

Paper clip unbent works just as well, check the included paperwork packet, many times it is inserted in the "Manual" with other somewhat interesting 'babble'

In many (most?) instances, a SIM tool is not included. You can use a paperclip. See: Remove or switch the SIM card in your iPhone or iPad - Apple Support
Sim ejection tool is not in the Xs box
