iTunes Stuck Download

I’ve had this download stuck for months, despite multiple restarts. Strangely enough, the ‘music’ was already downloaded. Yet this is still on the download list. The edit button does not allow me to delete or restart the download. There seems to be no way to get rid of this. I’ve seen this before but don’t recall how it went away the last time.

Please advise.

iTunes on Windows 10 just doesn't work I'm trying to download my iTunes library on Windows 10. Keeps getting stuck after a number of downloads. After I close/reopen iTunes all the un-downloaded songs are grayed out. Using options to access my account such as "View my account" etc doesn't yield any results although I've logged in, verified and authorized the device. Eventually it says "Making your purchases available" but seems to get stuck on that. Already reported to Apple, looking for advice in the meantime.
