FWIW, you won't get any email notifications unless the Mail app is running.
Doesn't seem to be working in this new account either, so seems to be system wide.
I am not sure if i have any viruses apps or cleaner apps on my machine so i am not sure, and my notifications are identical to yours.

To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?
