hey apple, does the 2019 honda hrv have apple carplay?

The confusion here is that Apple provides a list of cars with CarPlay:

Our OP can be forgiven for thinking that Apple might have something to do with it.

And on top of that you are in the wrong place, you need to contact Honda and ask them to add CarPlay capability, Apple has nothing to do with it.

Sure they do. The community specialists are here all the time. At one time in the distant past the lead Aperture developer would post to these forums. That is why I never say never.

The Community Specialists have one job: they answer questions that have gone unanswered for more than 12 hours and that can be answered primarily with a referral to a support document. They aren't even allowed to edit posts. The Hosts do read everything but only to make sure that no one is violating the terms of use. They are not Apple engineers/developers. On some occasions, an engineer or team tasked with getting information on a specific issue my search the forums and even reach out to folks. So, engineer/developer participation is so rare that, encouraging anyone to believe their post will get read by them is doing the poster a disservice. I'm basing this on what the Hosts have specifically told me.

But as Idris said she does know so, and even back in the days it was a rare occurrence for an engineer or technician to actually enter a thread and it was only when there was a widespread technical issue that had been assigned to that employee. You would probably have a better attention getting their attention by flying to Silicon Valley, going to a bar where Apple engineers hang out and loudly stating your issue.

But as I already mentioned even if Apple's people were listening it would not do any good. They cannot decide which Honda vehicles get head units that are CarPlay compatible.
