If you have a Wifi only iPad, you can only access mail, internet, text etc., when connected to a Wifi network.
If you have a Wifi and Cellular iPad, it has a sim card and you pay for data on the iPad so you can use it anywhere, whether you have access to Wifi or not, just like a cell phone operates.

2 major differences:
Probably the one ‘catch’ with cellular is that, as far as I know, there can be a size limit on downloads. It has been 100 megs in the past, but I dont use cellular to know if it still holds true to that, so for those using cellular devices, you may still need to access wifi to transfer large file sizes.
Moblie data that is the same on a phone. So you can use it with connected to a Wi-fi singal. Can cost more but worth for the freedom. I have a Moblie and Wi-fi iPad and its great! Ta
I believe Apple increased the download size to 150 megs a while ago, via cellular. Still not enough to download a lot of apps.
I've only bought Wifi only models for my use. I have my phone and watch with me most of the time I'm awake. If I need to take my iPad with me, I only use it where I can access Wifi.
Same here. My ipad and ipod are used on wifi only, and even my phone I only use the data sparingly. Just how I use things, I’m rather old fashioned that way. (I also live in a rural state and vocal cell phone can be dodgy sometimes, bonafide data connections impossible if you get too far away from a highway)
With there being wifi hotspots on pretty much any corner anymore, wifi decices are easier and easier to use.
I enjoy reading a magazine, listening to my Parrot Zik 3 Bluetooth headphones and having coffee at Starbucks on occasion, so I just connect to their network to stream music etc. If we travel, I'll take my iPad as opposed to my laptop, but then again, I don't walk around with my iPad, so it will be only used when connected to a network via Wifi. My cable provider (Spectrum) provides Wifi hotspots all over the Tampa, area so I'm rarely in a situation where paying for Data would be required. And my car has it's own data plan, so I can connect my iPad to my car's Wifi service.
I think depends where you live and what coverage you get. I live in an area where Wi-fi hot spots are few and far between. On my trips to America I find Wi-fi patchy and need Moblie data. I will take avantage of Wi-fi if free and available. Ta
