When I buy an iPad Pro from the refurbished section in the Apple Store, does it include accessories* such as the apple pencil? Because the page states that:

They don’t mean accessories like that, they mean ‘what would come with a new ipad at no additional cost’, meaning the charging cable and power block and a small quick start guide.

I'd jump on those refurb deals if they include covers, pencil, headsets, external speakers, drone, gimbal and all other accessories Apple offer in their stores. Of course not! They come with whatever a non refurbished iPad is supposed to come with.
No.
All that means is that in the iPad box, you a new power block, charging cable and new quick start manual with Apple stickers.
All the same in box accessories you would get with a non-refurbished iPad.
Nothing more.
You still have to purchase an Apple Pencil and case/cover and anything else you would like to buy for that iPad.
