For some reason, my watch in now speaking the time,(annoying), and I can’t activate the dock when swiping up. Any help out there?

Sounds like Voice Over has been activated. See this page from the User Guide to see if that helps to disable it, Use VoiceOver on Apple Watch - Apple Support
