i have logged out of my Apple ID on my iPhone 7 and cannot log back in. When i try to log in it says “signing into iCloud...” and then just returns to the log in screen. I’ve tried a hard reset and reset my settings but neither have worked.

Do you have access to another WiFi network where you can try? That has worked for several people.
I tried another WiFi network today and it didn’t work, just did the same as what it was doing before
