Apple watch for kid without iPhone

My son inherited an apple watch from my wife, who got a new one. I subsequently broke this, so I got him a new one and want to let him be able to use it independently. However, Apple wants me to synch it as my second watch. How do I set it up so that my data still synchs on my phone and his watch can work separately for him? Right now I feel like I'm being bamboozled by Apple. I don't want to get him a phone. He has an iPad... why can't I synch his watch with an iPad? I'm really unhappy about this, Apple.

Apple Watch Series 4 - Apple clearly states:

  • Apple Watch Series 4 (GPS + Cellular) requires an iPhone 6 or later with iOS 12 or later. Apple Watch Series 4 (GPS) requires an iPhone 5s or later with iOS 12 or later. Apple Watch Series 3 (GPS + Cellular) requires an iPhone 6 or later with iOS 11 or later. Apple Watch Series 3 (GPS) requires an iPhone 5s or later with iOS 11 or later.

You will find the same disclaimer on any Watch selected in the Apple Store.
