Almost all server services missing

I migrated a server to a new Mac with Mojave 10.14.2, and after migration the server app wouldn't run because it was too old to run, so I updated it. After update to 5.7.1, it told me it couldn't upgrade the old server data - that I'd need to use older versions of server and OS X. So I decided to wipe everything and start over, following the instructions on this post.


Now the server is running, but the big problem is that the only service listed in the services pane is the Profile Manager. No file sharing, Mail, Time Machine, Web, etc. Only Profile Manager.

I tried removing the Server app again, restarting, reinstalling - same issue exists.


Any thoughts?

Apple converted Server.app into an MDM management package, and has published various related documentation.

Pragmatically, roll in your backups and downgrade to High Sierra and to Server.app prior to 5.71, at least until you figure out what you’re going to do here.


Whether that decision might involve rolling and maintaining and updating your own server distribution atop macOS, or waiting for a sufficiently-complete server replacement from a third-party, or re-hosting onto another server operating system or onto Network Attached Storage (Synology has plug-ins for many common network services, for their Network Attached Storage NAS products) or onto hosted services, or—as some will undoubtedly do—you’re going to ignore this particular mess until closer to when your High Sierra server configuration is no longer viable...
