How can I increase the number of times my iphone8 rings before going to voicemail?

You cannot. That is not something that can be handled in Settings. That is controlled by your carrier, and it actually is not controlled by the number of rings, but by time. It has to do with the amount of time from the actual call setup to the time that voicemail answers. You can contact your carrier to see if they can adjust that time period, but not all can. And those that can, may only be able to adjust it by a few seconds.
