In app purchasing

So I can’t purchase anything on the App Store or in app with a credit card. I can still update and download but not purchase. I have no subscriptions or holds on my account or card. I also went and purchased $15 credit to see if I can use that and still no luck. Feel like I’m in a technological hole right now. Really need the help to see what I can do about it.
