Why i can’t set up Apple Pay??

I understand that you are unable to finish setting up Apple Pay, as you are getting an error that "An error occurred while setting up Apple Pay." I would start with the following support article to make sure you aren't missing anything in the course of the setup.

Make sure your phone is set to the correct region (Settings > General > Language > Region). Some countries do no yet support ApplePay, even if you are using a card that is supported.
