Apple always seems to miss the simple features that users need the most. This is no exception. Just have two buttons on the download page for purchased movies. SD or HD. So simple.
We have a new iPad and started downloading movies. They are all at the HD res taking up all the space with no option to choose SD.

To prevent your iPad Pro downloading in HD open Setting > TV > Purchases and Rentals and choose Standard Definition.
You will need to delete and re-download all your movies so that they change their resolution.
