No Passcode Option

After updating my son’s iPhone 6S to the IOS 12.1.2 his phone does not give the “Touch ID & Passcode” option. It’s there on our other iPhones but not his.

Settings > Screen Time > Content and Privacy Restrictions > scroll down to allow changes > passcode needs to say allow
