Activation Error

Ive recently been given a new second hand iPhone 6s however when attempting to set up the phone I've run into a screen saying 'Activation Error'. It requests I have the phone to the newest iOS so I connected it to my computer to prompt an update, however my computer also presents the same screen. Im lost on what to do, ive tried using different wifi networks and don't know where to go from here
