If you are talking about the icons that look like on/off buttons in the upper right corner of the phone, that indicates where the Control Center is on the phone. Swipe down from the upper right corner to get to the control center. Once you invoke the Control Center the first time, those floating on/off buttons go away.

This effect is only when the smartphone is turned on, at the apple logo stage. looks like a strip of broken pixels. but as soon as the smartphone is turned on, they disappear.
