Family sharing

Can you set parental controls on a phone added as an adult to the family member profile? My daughter is 13 but I would still like to control privacy setting, content, games etc. When I add her as a child, the app will not allow me to move forward because her birthday is beyond the age limit. If I alter this information, the app appears to create another apple id other than the one already set for her. Please advise.
