back up iPhone to a different iCloud account

does anyone know if it's possible to set my partner's iPhone to back up to my iCloud account which is larger than hers?

No. However, if you set up Family Sharing and have an iCloud account of 200GB or higher then you can share the storage.

You would have to pay for at least a 200Gb iCloud plan, then you could share it - see https://support.apple.com/en-us/HT208147. That includes sharing it for backups. Your partner could then cancel any iCloud storage subscription and default back to the 5Gb free plan.
