iPhone camera an 911
We should be able to continue recording video while calling 911.

You are not able to record any type of video while on a phone call. This isn't limited to 911. If you start a recording and then go to make a phone call the video stops. Part of this may have to do with the fact that both apps need the microphone. If you make the call first and then go to the camera app you will see that video is missing. Maybe something within Shortcuts would allow you to do what you are looking for. I have yet found a reason to record video while I'm on a phone call.
