transfer icloud photos to computer hard drive

Having all my photos from my MacBook shift to iCloud has subsequently caused my iPhone to exhaust all available storage. I want to undo that shift to iCloud and store those photos back on my computer's hard drive, but the path to doing so is not clear. So, two questions:

  1. is the cause of my iPhone storage to become filled up the result of all those MacBook photos being centralized in iCloud (which is the only thing that changed) or am I wrongly accusing iCloud for being the culprit?
  2. if iCloud photo storage is indeed causing the problem, how do I make all those iCloud photos hosted on my MacBook and stop transferring photos to iCloud?

If you're using a Mac, this can be accomplished by launching Photos, navigating to Preferences and enabling iCloud Photos and choosing to download and keep originals. If you're using a Windows PC, then you can use iCloud for Windows.
