Option to turn off and set up “hey Siri” on the iPhone xr

I was wondering where the options are to toggle and set up “hey Siri?” I cannot find the options anywhere or even to change the voice profile of Siri. There are a couple Siri options under Settings>General>Accessibility, but nothing related to turning it off or setting up hey Siri. Siri is not recognizing my voice right and needs to be programmed again. Help would be greatly appreciated. I’m on an iPhone XR.

Ok, I finally figured this out. Something inside screen time settings was removing the “Settings>Siri & Search” option. I turned off screen time, and this option came back. I still cannot figure out what was causing it, but the problem is now fixed. For anyone else with this issue, turn off “screen time,” and Siri settings will go back to normal.
