If you haven't already done as instructed and contacted iTunes Support you should do so (these are user forums, not iTunes Support) :
- go to http://www.apple.com/support/itunes/ww
- click on your country's flag (the country where you are, and which is therefore the country on your account)
- click on Contact Support towards the top right
- click on Get Help under 'Talk To Us'

Ok, they actually said to do what you said to do.
Bud, I did that. At first it said go to iTunes support. Nosireeee, I did. I have an IPad Air 2 WiFi,Cellular and it is updated fully
What did iTunes Support say in their reply ?
It told me to go to iTunes support . I will tell you exactly what it said, give me a couple of days.
