Can't access Bootcamp control panel on Windows 10

Basically, whenever I try to run bootcamp control panel, I'm told

"An error occurred in trying to access the startup disk settings

You may not have privileges to change the startup disk. Make sure you have administrative privileges and try again."

(I'm on the only account on the pc)

I've seen posts like this before, and solutions tell me to run:

C:\Windows\System32\runas.exe /trustlevel:0x20000 AppleControlPanel.exe

in cmd, but when I do that, it tells me:

RUNAS ERROR: Unable to run - AppleControlPanel.exe

740: The requested operation requires elevation.

I was under the impression that the reason I can't access bootcamp was because I was an administrator, but now I'm being told that I can't run it because I wasn't running as an administrator.

I'm just trying to change my touchpad sensitivity, is there any way to access bootcamp control panel or fix this in some other way?

Macbook (2016 or later)
