Can you still download apps with no payment method

Trying to download app, recently got ride of payment method on it as I never use it, and I keep getting directed to the billing page to enter a payment method. The app is free.

In reviewing their support page here, you will need to enter a payment method if you're using the store for the first time, though for a free app, nothing should be charged. You can then go in and update your payment method to None.
