Empty bubble with invisible ink

I have the IPhone XR with the latest software update. I first received an invisible ink iMessage which I was able to read by swiping across it. Since then, whenever I get a message with invisible ink, I get an empty bubble. Can someone help me read this???

Text message starts out blue then turns green recipient never received Now ( not the 4 previous months before because then it worked) when I send text messages from my IPhone 12 Pro Max it sends out as a blue text bubble but then turns green and the recipient says they never receive the text. Just started occurring a few days ago, please help.
