My watch will not let me reset it. When I push the reset button the voice on my watch says reset button but it won’t let me swipe, and if I hold my finger down on it, it does nothing

My Apple Watch 3 will not reset. Every time I click on it the computer voice responds with what I’m touching (if I push the crown button and the times comes up, the voice tells me the time). I am not able to swipe, and if I push on reset button, the computer voice says “reset button”, but it does nothing. I unpaired it with my new iPhone XR but I haven’t been able to do anything since, other than what I listed above.
