Can you bypass calling emergency services and call emergency contacts instead?

I am setting up an Apple Watch series 4 for my grandmother, and we got it specifically for the fall detection. She hasn’t had any falls recently, but with health issues we want to make sure she’s able to reach us if she falls or hurts herself.

because we live in fairly close proximity to her, we don’t want the watch to automatically call emergency services—we’d like to have the watch call the family/emergency contacts and then we as a family can decide if she needs emergency services instead of just a family member coming over to check on her.

is it possible to bypass the emergency call and just contact emergency contacts if the watch detects a fall?

The fall detect function will automatically call emergency services if no movement is detected within 1 minute of the fall detection, unless it is cancelled manually by the user. There is no way to redirect so it only calls selected personal contacts, but emergency contacts defined in the user’s iPhone Health app will be called after the initial call to emergency services. I suggest that if a fall victim is unable to respond to increasing alerts and cancel the emergency call within one minute then a family-only response is inadequate and inappropriate. Based on recent experience with my parents you need the emergency response to be initiated without delay and they would rather attend a false alarm, rather than be 5 minutes too late.
